STATUS OF RECOMMENDATIONS FOR THE AUDIT OF THE NRC'S OVERSIGHT OF SUPPLEMENTAL INSPECTION CORRECTIVE ACTIONS (OIG-19-A-19)
The purpose of this memorandum is to provide the Office of the Inspector General (OIG) with a status update of the recommendations associated with OIG-19-A-19, Audit of NRC's Oversight of Supplemental Inspection Corrective Actions (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19256A776).
Recommendation 1:
Update NRC inspection guidance to support documentation of significant planned corrective actions associated with IPs 95001 and 95002 supplemental inspections.
Staff Response:
On October 10, 2019, the staff stated that they agreed with the recommendation and planned to update the NRC inspection governance to support documentation of significant planned corrective actions associated with inspection procedures (IPs) IPs 95001 and 95002 supplemental inspections by August 31, 2020. This alignment is captured in OIG letter dated November 21, 2019 (ADAMS Accession No. ML19325C330).
On October 1, 2020, the staff reported that changes to IP 95001 had been drafted with plans to issue the procedure by October 1, 2020. However, during the IP 95001 revision process, the staff determined that additional changes were warranted which delayed the revisions.
On October 21, 2020, the staff issued IP 95001 with enhancements. It became effective on January 1, 2021.
The staff issued IP 95002 on March 19, 2021, with an effective date of April 1, 2021.

Recommendation 2:
Implement an efficient means for inspectors to readily identify and retrieve information about completed and planned corrective actions associated with 95001 and 95002 supplemental inspections.
Staff Response:
On October 10, 2019, the staff stated that they agreed with the recommendation and planned to make improvements in governance needed to support an efficient means for inspectors to readily identify and retrieve information about completed and planned corrective actions associated with IPs 95001 and 95002. The staff stated that they would specifically update Inspection Manual Chapter (IMC) 0611, Appendices C and D, the governance for documenting both supplemental inspection and baseline problem identification and resolution inspection reports, respectively, and other governance, as necessary by August 31, 2020.
On October 1, 2020, the staff reported that the Reactor Program Systems (RPS or ISTAR) software was revised on May 29, 2020, to create a tracking mechanism to efficiently allow inspectors to readily identify and retrieve information about completed and planned corrective actions associated with IPs 95001 and 95002 supplemental inspections. The staff indicated that IMC 2515, Appendix B, and IMC 0611, Appendix C were also being revised and expected them to be issued by December 31, 2020. On October 21, 2020, the staff issued IMC 2515, Appendix B and IMC 0611, Appendix C with an effective date of January 1, 2021.
This completes NRC committed actions to address Recommendations 1 and 2.
