ADDITIONAL DOCUMENT IN RESPONSE TO ENVIRONMENTAL AUDIT RE: ARCHITECTURAL SURVEY By letter dated August 24, 2018 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML20246G697), Virginia Electric and Power Company (Dominion Energy Virginia or Dominion) submitted an application for the subsequent license renewal of Renewed Facility Operating License Nos. NPF-4 and NPF-7 for NAPS.

During the week of December 1, 2020, the U.S. Nuclear Regulatory Commission (NRC or the staff) conducted a remote environmental audit as part of the review of the subsequent license renewal application (SLRA) for NAPS Units 1 and 2. The goal of the audit was to gather information to ensure that the environmental requirements for the subsequent license renewal, as codified in Title 10 of the Code of Federal Regulations Part 51 , were met.

During the audit the NRC staff requested that consultation letters and other communication documents to and from the Virginia Department of Historic Resources (VDHR) that were either not included in the Environmental Report (ER) or were received/sent since submittal of the ER be submitted to facilitate the preparation of the site-specific Supplemental Environmental Impact Statement.

Since the audit\ an architectural survey of NAPS structures to determine National Register of Historic Places eligibility was completed and the documentation provided to the VDHR. documents VDHR's concurrence with the assessment that no station buildings are eligible for listing in the National Register of Historic Places.

Dear Ms. Shehab-Dandan:

The Department of Historic Resources (DHR) received for our review and comment Virginia Cultural Resource Information System (VCRIS) survey fonns for the North Anna Power Station (NAPS) and associated buildings. The subject architectural survey was completed at DHR's request in our May 19, 2020, letter. Southeastern Archaeological Research, Inc. (SEARCH) prepared the VCRIS forms on behalf of Dominion Energy for its license renewal application with the Nuclear Regulatory Commission (NRC) of North Anna Power Station, Units 1 and 2, and in fulfilhnent of NRC's Section 106 of the National Historic Preservation Act, as amended, responsibility.

The consultant recommends the North Anna Power Station and associated buildings (DHR Inventory Nos.

054-5388 through 054-5450, inclusive) not eligible for listing in the National Register of Historic Places. There is no evidence that the power station is associated with any significant contributions to the broad patterns of history (Criterion A), are connected with a significant individual (Criterion B) or represents a distinctive architectural/engineering type (Criterion C). Furthermore, as most of the buildings are less than fifty years pld, they do not meet the exceptional significance requirement of Criterion Consideration G. The DHR concurs with this assessment.

We concur that no historic properties will be affected by the continued operation of the facility. Further, as Dominion Energy has already completed the architectural survey which we requested in our May 19 correspondence, DHR no longer believes it necessary for the Nuclear Regulatory Commission to condition NAPS's license renewal based on completing an architectural survey.
