GLOBAL NUCLEAR FUEL-AMERICAS, L.L.C. - LICENSEE PERFORMANCE REVIEW OF LICENSED ACTIVITIES (NUCLEAR REGULATORY COMMISSION INTEGRATED INSPECTION REPORT 70-1113/2021-005)
Dear Mr. Beard:
The U.S. Nuclear Regulatory Commission (NRC) staff in our Region II office, the Office of Nuclear Material Safety and Safeguards, and the Office of Nuclear Security and Incident Response completed a licensee performance review of the Global Nuclear Fuels - Americas performance in conducting NRC-licensed activities. The review covered the period of January 1, 2019, through December 31, 2020. The performance of Global Nuclear Fuels -
Americas was evaluated in the following performance areas: Safety Operations, Safeguards, Radiological Controls, Facility Support, and Other Areas in accordance with Inspection Manual Chapter (IMC) 2604, Licensee Performance Review. The enclosure to this letter provides the results of our review and constitutes the basis for establishing the NRC oversight program for your facility.
Overall, the staff determined that Global Nuclear Fuels - Americas has continued to conduct activities safely and securely and in a manner that protects public health and the environment.
Based on our review of activities, no area needing improvement was identified for the areas of Safety Operations, Safeguards, Radiological Controls, Facility Support, and Other Areas.
Therefore, the NRC plans to conduct the core inspection program for a Category III Fuel Facility as described in NRC Inspection Manual Chapter 2600 Appendix B, NRC Core Inspection Requirements, for the period of January 1, 2021, to December 31, 2022. No separate letter will be issued addressing the Safeguards area.
The results of our review will be discussed with you at a public meeting on April 29, 2021, via webinar format. During the business portion of the meeting, GNF-A management will have an opportunity to respond to the performance results presented by the NRC.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice and Procedure," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
