TSTF 2020 Retrospective
- 2021 marks the 18th year (2003) of the TSTF as a jointly sponsored Owners Group activity (26 years as an organization in 1995)
- No changes in TSTF membership in 2020.
- Travelers:
o Two travelers were approved:
TSTF-582, Rev. 0, "RPV WIC Enhancements" (BWRs) 8/13/2020.
- 745 review hours.
TSTF-554, Rev. 1, "Revise Reactor Coolant Leakage Requirements" (All) 12/18/2020
- Fee exempt.
o Two new travelers were submitted:
TSTF-577, Rev. 0, "Revised Frequencies for Steam Generator Tube Inspections" (PWR) 6/8/2020 TSTF-580, Rev. 0, "Provide Exception from Entering Mode 4 With No Operable RHR Shutdown Cooling" (BWR) 8/7/2020
- The NRC expended 1,409 fee-billable hours reviewing travelers in 2020.
- The TSTF exchanged 20 letters with the NRC:
o 13 from the NRC (excludes meeting notices and summaries) o 7 from the TSTF
- The TSTF held 30 teleconferences with NRC.
- Other TSTF Activities:
o In February, the TSTF provided the typed versions of Revision 5 of the Standard Technical Specifications (NUREG-1430 through NUREG-1434). In July the NRC completed their review and provided comments. The TSTF provided revised versions in August, and in October the NRC informed the TSTF that they had no more comments and would proceed with publication of the documents.
o The TSTF submitted TSTF-576, "Revise Safety/Relief Valve Requirements," on December 13, 2019. The NRC provided RAIs in May 2020. The TSTF and NRC held teleconferences in April and October and an audit was held in December.

TSTF 2020 Retrospective o On February 25, the TSTF issued TSTF-IG-20-01, "Development of TSTF-505, Revision 2, 'Provide Risk-Informed Extended Completion Times'." The document was shared with the NRC for information.
o On April 15, the TSTF published TSTF-IG-20-02, "Guidance on Evaluating One-Time Surveillance Frequency Changes Under the Surveillance Frequency Control Program." The document was shared with the NRC for information.
o On May 4, the TSTF distributed a revised model application for TSTF-505-A, Revision 2, "Provide Risk-Informed Extended Completion Times" developed with the NRC and NEI. The revised model application included additional guidance provided by the NRC on the information to be included in the amendment request.
o On October 29, the TSTF and NRC held a workshop to discuss an industry proposal to improve LCO 3.0.3.
o On October 30, the TSTF and NRC held a teleconference to discuss an industry proposal to reconsider the application of 10 CFR 50.36(c)(2)(ii) Criterion 4.
o On November 11, the TSTF and NRC held a teleconference to discuss an industry proposal to improve the Core Operating Limits Report (COLR) requirements.
o In November, the TSTF and NRC developed guidance for licensees that have previously adopted TSTF-505, "Provide Risk-Informed Extended Completion Times," and desire to add Risk Informed Completion Times to additional Required Actions. The guidance was distributed to the industry.
- License Amendments to Adopt Travelers There were 101 license amendments to adopt TSTF travelers submitted in 2020.
There were 68 license amendments to adopt TSTF travelers approved in 2020.
