STATUS OF RECOMMENDATIONS: AUDIT OF THE NRC LICENSE AMENDMENT REQUEST ACCEPTANCE REVIEW PROCESS (OIG-19-A-05)

REFERENCE:

DIRECTOR, OFFICE OF NUCLEAR REACTOR REGULATION (NRR) MEMORANDUM DATED JANUARY 19, 2021.

Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated January 19, 2021.

Based on this response, recommendation 3 is closed. Recommendations 1 and 2 were previously closed. All recommendations associated with this audit are now closed and no further action is needed.

Audit Report AUDIT OF THE NRC LICENSE AMENDMENT REQUEST ACCEPTANCE REVIEW PROCESS OIG-19-A-05 Status of Recommendations Recommendation 3: Complete the Replacement Reactor Program System (RRPS)-Licensing Module upgrade efforts to generate automated reports.

Agency Response Dated January 21, 2021:

The staff completed its work to develop fully automated workload management tools that provide real-time performance monitoring and reporting for operating reactor licensing activities. This capability is offered through workload management and licensing metrics dashboards developed under the Mission Analytics Portal (MAP) initiative. It includes acceptance review metrics reporting.

These automated tools use real-time data pulled from the RRPS database and other authoritative U.S. Nuclear Regulatory Commission (NRC) data sources that are organized and stored in the agencys data warehouse as part of the MAP initiative. Access to the data warehouse has significantly increased the staffs ability to organized, analyze, and display licensing data as needed, and has minimized the need to develop or revise existing manual reports created through RRPS.

On January 8, 2021, the staff also deployed an update to the RRPS Licensing Module that auto-populates certain key fields during initial project creation using ADAMS profile fields as the authoritative data source. This enhancement will significantly increase the reliability of the data in reports that track the staffs performance of acceptance reviews by eliminating manual data entry errors for the fields imported from ADAMS.

As previously indicated in the response to Recommendation 1 (ADAMS Accession No. ML19273A052), the staff expects that the increased data reliability and automation will significantly reduce the need to develop and review manual reports for data accuracy. Such manual reviews will only be needed as part of a periodic validation review of all key RRPS data to verify the accuracy and reliability of the automated reports.
