January 29, 2021 SECURITY ADVISORY FOR POWER REACTORS, INCLUDING THOSE UNDER CONSTRUCTION; NONPOWER PRODUCTION AND UTILIZATION FACILITIES; DECOMMISSIONING REACTORS, INCLUDING THOSE THAT ARE PERMANENTLY DEFUELED BUT HAVE NOT TRANSITIONED TO DECOMMISSIONING; FUEL FABRICATION, ENRICHMENT, AND CONVERSION/DECONVERSION FACILITIES; INDEPENDENT SPENT FUEL STORAGE INSTALLATIONS; LICENSEES POSSESSING SPECIAL NUCLEAR MATERIAL UNDER TITLE 10 OF THE CODE OF FEDERAL REGULATIONS PART 70; LICENSEES REGULATED UNDER TITLE 10 OF THE CODE OF FEDERAL REGULATIONS PART 37; AND ALL RADIATION CONTROL PROGRAM DIRECTORS AND STATE LIAISON OFFICERS SA 2021-04

SITUATIONAL AWARENESSNATIONAL TERRORISM ADVISORY SYSTEM BULLETIN The U.S. Department of Homeland Security (DHS) issued a National Terrorism Advisory System (NTAS) bulletin on January 27, 2021. The NTAS bulletin announced a heightened threat environment across the United States due to concerns about ideologically motivated violent extremists.

To date, the U.S. Nuclear Regulatory Commission (NRC) has received no information concerning a specific or general credible threat toward any U.S. nuclear facility or licensed material. The agency is issuing this security advisory to provide situational awareness to its licensees and Agreement States and is not requesting licensees to take any specific actions based on this information.

The NRC encourages its licensees to remain vigilant and report any suspicious activity to appropriate State and local law enforcement authorities, the Federal Bureau of Investigation, and the NRC Headquarters Operations Center. Suspicious activity reporting is important to the NRCs security mission. The NRC staff routinely networks with the intelligence and law enforcement communities to provide context to suspicious activity reporting as well as to determine whether there is any nexus to terrorism, violent extremism, or other criminal activities.

Further, the NRC encourages licensees to review NRC Security Advisory 2017-07, Homeland Security Information Network issued on May 2, 2017 (nonpublicly available), and monitor the DHS NTAS Web site for updates.

If the NRC receives additional information concerning site-specific or general threats involving NRC licensees, the NRC may recommend that specific actions be taken, provide guidance specific to any new information received, advise individual licensees to further coordinate onsite activities with offsite support agencies, or otherwise instruct licensees to implement elevated

Consequently, the staff did not perform a backfit analysis.
