SURRY POWER STATION UNITS 1 AND 2 AND ASSOCIATED INDEPENDENT SPENT FUEL STORAGE INSTALLATIONS REVISION TO EMERGENCY PLAN REPORT OF CHANGE Pursuant to 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), a summary of the change analysis for Revision 6, effective December 15, 2020, to the Surry Power Station (SPS)

Emergency Action Level (EAL) Matrix and Technical Basis Document is provided in the Attachment. The EAL Matrix is discussed in Section 4.2, "Emergency Classification System," of the Surry Emergency Plan. Incorporated by reference, the EAL Matrix tables and Technical Basis Documents are part of the Emergency Plan.

The revision incorporates changes that did not require prior NRC approval and do not implement actions that reduce the effectiveness of the SPS Emergency Plan. The

. Emergency Plan continues to meet the standards of 10 CFR 50.47(b) and Appendix E.

Incorporated by reference, the EAL Matrix tables and Technical Basis Documents (TBDs) are part of the Emergency Plan. Revision 69 of the SPS Emergency Plan incorporated new EALs developed using the NRG endorsed guidance in NEI 99-01, Revision 6 [1].

Revision 6 of the SPS EAL Matrix corrects an administrative error in MS6.1.

Specifically, a reference to Reactor Trip switches and breakers was added in error during printing:

"An automatic or manual trip (Rx Trip Switches OR opening breakers 32B and 32N) did not shut down the reactor as indicated by reactor power ~%5."

MS6.1 was revised to align with the approved language used in NEI 99-01, Revision 6:

"An automatic or manual trip did not shut down the reactor as indicated by reactor power ~%5."

This change was editorial in nature and does not reduce the effectiveness or the regulatory bases of the Emergency Plan.

The EAL TBD for Surry Power Station was updated from Revision 5 to Revision 6. The changes to the EAL TBD are editorial to align the revision number to the EAL Wallcharts and, therefore, continue to maintain the effectiveness of the SPS Emergency Plan.
