SUMMARY

The NRC inspectors continued monitoring the licensees performance by conducting a security inspection at Hope Creek Generating Station and Salem Generating Station, Units 1 and 2, in accordance with Inspection Manual Chapter (IMC) 2201, Appendix C, Generic, Special, and Infrequent Inspections. IMC 2201 Appendix C inspections for the security inspection program are designed to support the NRC goals of maintaining safety, enhancing public confidence, improving the effectiveness, efficiency and realism of the regulatory process, reducing unnecessary regulatory burden, and promoting the common defense and security.

List of Findings and Violations No findings or violations of more than minor significance were identified.

3 INSPECTION SCOPES Unless otherwise noted, security inspections were conducted in accordance with the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter 2201, Security Inspection Program for Commercial Nuclear Power Reactors. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards. The NRC inspectors have completed the planning week activities the week of February 24, 2020, under IP 71130.03 prior to the Public Health Emergency (PHE), which began on March 20, 2020. In response to the National Emergency declared by the President of the United States on the public health risks of the coronavirus (COVID-19), the NRC inspectors have rescheduled the force-on-force exercise week inspection activities. The week of December 14, 2020, the NRC inspectors have completed a modified portion of IP 92707, since a portion of the overall inspection had been completed under IP 71130.03 as mentioned above.

Subsequently, the inspection documented below was completed through a combination of IP 71130.03 and IP 92707.

NRC inspectors completed this inspection by gathering sufficient information to develop a scenario that can be segmented into limited scope tactical response drills that allows for a limited assessment of the ability of licensees physical security systems and security organization to meet the general performance objective of Title 10 of the Code of Federal Regulations 73.55(b) and to ensure changes made to the physical protection program in response to a local, State, or Federal emergency (e.g., state of emergency, disaster, or PHE) have not adversely impacted the licensees implementation of their protective strategy.

INSPECTION RESULTS No findings were identified.

EXIT MEETINGS AND DEBRIEFS The inspectors verified no proprietary information was retained or documented in this report.

On December 21,2020, the inspectors presented the security inspection results to Mr. David L.

Sharbaugh and other members of the licensee staff.
