FINAL SAFETY EVALUATION FOR ERRATA TO FRAMATOME TOPICAL REPORT ANP-10297, REV. 0, SUPPLEMENT 1P-A, THE ARCADIA REACTOR ANALYSIS FOR PWRs METHODOLOGY DESCRIPTION AND BENCHMARKING RESULTS (EPID L-2020-TOP-0053)
Dear Mr. Peters:
By letter dated September 15, 2020 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML20262H279), Framatome Inc. (Framatome) submitted for review and approval, Errata to Framatome Topical Report (TR) ANP-10297, Revision 0, Supplement 1P-A, The ARCADIA Reactor Analysis for PWRs Methodology Description and Benchmarking Results.
By letter dated November 12, 2020 (ADAMS Package Accession No. ML20307A147), an NRC staff draft safety evaluation (SE) regarding our approval of Errata to Framatome TR ANP-10297, Revision 0, Supplement 1P-A, was provided for your review and comment. In letter dated November 23, 2020 (ADAMS Accession No. ML20335A244), Framatome stated in part that there were no comments on the draft SE and the proposed proprietary markings.
The NRC staff has found that Errata to TR ANP-10297, Revision 0, Supplement 1P-A is acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the TR and in the enclosed final SE. The final SE defines the basis for our acceptance of the TR.
Our acceptance applies only to material provided in the subject TR. We do not intend to repeat our review of the acceptable material described in the TR. When the TR appears as a reference in licensing applications, our review will ensure that the material presented applies to the specific plant involved. License amendment requests that deviate from this TR will be subject to a plant-specific review in accordance with applicable review standards.
NOTICE: The enclosure to this letter contains is Proprietary Information. When this letter is separated from the enclosure, this letter is decontrolled.
OFFICIAL USE ONLY - PROPRIETARY INFORMATION OFFICIAL USE ONLY - PROPRIETARY INFORMATION In accordance with the guidance provided on the NRC website, we request that Framatome publish approved proprietary and non-proprietary versions of Errata to TR ANP-10297, Revision 0, Supplement 1P-A, within three months of receipt of this letter. The approved versions shall incorporate this letter and the enclosed final SE after the title page. For non-proprietary versions, Framatome shall strike the proprietary information markings in this letter and make the appropriate redactions and adjustments to document security classifications to the enclosed SE. The approved versions shall include a "-A" (designating approved) following the TR identification symbol.
If future changes to the NRCs regulatory requirements affect the acceptability of this TR, Framatome will be expected to revise the TR appropriately or justify its continued applicability for subsequent referencing. Licensees referencing this TR would be expected to justify its continued applicability or evaluate their plant using the revised TR.
