srswatch@gmail.com Additional Comment - Number 4 by Me in this Docket - on the U.S. Nuclear Regulatory Commissions Scoping Related to Preparation of an Environmental Impact Statement on the Westinghouse Fuel Plant in Richland County, South Carolina - Docket ID NRC-2015- 0039 I hereby submit this comment on behalf of Savannah River Site Watch (SRS Watch) for the record of the scoping for the preparation of an Environmental Impact Statement related to the review of the request by Westinghouse Electric Company, LLCs (WEC) to renew its operating license for its Columbia Fuel Fabrication Facility (CFFF) located near Columbia, South Carolina - Docket ID NRC-2015- 0039.

SRS Watch, based in Columbia, SC, is a non-profit public-interest organization that primarily monitors activities and projects at the U.S. Department of Energys Savannah River Site (SRS) but the organization also monitors other nuclear activities in South Carolina and elsewhere.

This comment is for the record and must be included in a scoping comment summary and responded to in any draft EIS that might be prepared. Please confirm receipt of this comment.

Additional Comment:

A NRC letter dated August 10, 2020 and titled U.S. NUCLEAR REGULATORY COMMISSIONS SCHEDULE UPDATE FOR THE LICENSE RENEWAL REVIEW OF THE WESTINGHOUSE COLUMBIA FUEL FABRICATION FACILITY states the following:

The NRC staff will use the analysis conducted to date to the fullest extent possible to prepare the EIS.

The NRC staff must also comply with the requirements for completing an EIS in Part 51 of Title 10 of the Code of Federal Regulations (10 CFR). Accordingly, the NRC staff has established a schedule for the license renewal review that provides for the NRC staff to prepare the EIS and issue the license renewal decision within 18 months from issuance of the Federal Register (FR) notice announcing NRC staffs intent to prepare an EIS and the beginning of the scoping process.

Please give the specific citation - in section, part and/or subpart - from Part 51 (posted on NRC website at https://www.nrc.gov/reading-rm/doc-collections/cfr/part051/full-text.html#part051-0090) for the 18-month time period cited above and in the schedule issued on August 10.

I note that the August 10 letters also states that The anticipated schedule can change depending on the findings of our technical review or other factors. Thus, the schedule presented is not hard and fast and could shift outward for a host of reasons.

Request: Please communicate any changes to the EIS schedule to me and to the public.
