ROP Self-Assessment Program

The Revised ROP Self-Assessment Program Provides a Robust, Data-Driven Evaluation of ROP Effectiveness 3

CY 2020 ROP Self-Assessment Activities:

  • ROP Performance Metrics & Data Trending
  • ROP Program Area Evaluations
  • Region IV ROP Implementation Audit
  • 2 Effectiveness Reviews
  • Continuous Monitoring of Trends in Baseline Inspection Procedure Implementation

Three memoranda issued to the regions to specify Reactor Oversight Process (ROP) implementation expectations

  • Initial guidance was resident inspectors on site about every 3 days. Site presence was expanded by the May 28 memo
  • Residents keep close communication with plant management and staff on plant conditions while on telework
  • ROP implementation during PHE must be flexible based on specific COVID-19 conditions in and around plant site and state/local restrictions
  • Emphasis placed on inspector health and safety Goal is to complete minimum inspections samples for the 2020 inspection cycle 4

COVID-19 Inspection Guidance

  • It is already known that we will most likely have a few Red metrics for 2020

- ROP Completion will most likely be Red due to a few incomplete IP 71111.20, Refueling and Other Outage Activities.

- Containment walkdown prior to closure not accomplished for a few plants.

- Program is still on track to complete minimum baseline samples

- Some team inspections will move into CY 2021

  • Of the 18 IMC 0307 metrics, 2 metrics will not be measured for CY 2020:

- Inspector Objectivity and Performance Reviews by Supervisors (Metric I-4)

- Resident Inspector Objectivity Visits to Other Sites (Metric I-3)

  • The results of the ROP Self-Assessment will discuss team inspections that were moved into CY2021 and give an assessment for completion of the current 3 year cycle that began in CY2020.
