November 9, 2020 Mr. Robin DeLaBarre Office of Nuclear Energy, Safety

& Security, Room 33200 HST Bureau of International Security

& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, DC 20520

Dear Mr. DeLaBarre:

Enclosed is an application dated October 28, 2020, received by the U.S. Nuclear Regulatory Commission (NRC), from Matheson Tri-Gas, Inc., requesting amendment 03 to its existing license, XMAT429/02. The license presently authorizes the export of up to 2,800 kilograms of deuterium gas to the Republic of Korea (ROK) and Taiwan for non-nuclear end use in semiconductor devices.

The purpose of the amendment is to: 1) change the licensee point of contact; 2) change the address of a U.S. party to the export; 3) update the address of an ultimate consignee in ROK; and 4) extend the date of expiration from December 31, 2020, to December 31, 2024.

There are no changes to the terms and conditions of the existing license being requested.

Therefore, our office is processing this as a minor amendment, and if no comments are received from the public within the 30-day comment period and it is determined that applicable legal requirements are satisfied, the NRC will issue the license.

Sincerely, 11/9/2020 X Peter J. Habighorst Peter J. Habighorst Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs cc w/enclosures:
