SUMMARY

OF DROP-IN MEETING WITH NEXTERA-FLORIDA POWER AND LIGHT TO DISCUSS PENDING SUBMITTALS RELATED TO DIGITAL INSTRUMENTATION AND CONTROLS AND IMPROVED STANDARD TECHNICAL SPECIFICATIONS On November 5, 2020, the U. S. Nuclear Regulatory Commission (NRC) staff met with NextEra Florida Power and Light (FPL, or the licensee) to discuss logistics and schedules around the pending submittals of two complex licensing activities - the upgrade of instrumentation and control (I&C) systems to digital (digital upgrade) and the upgrade to the standard technical specifications. The licensee provided a slide presentation to support the discussion, which is located under Agencywide Documents Access and Management System (ADAMS) No. ML20315A263.

The licensee discussed the intent to submit two licensing action requests for Turkey Point Nuclear Generating Plant, Unit Nos. 3 and 4 (Turkey Point). The first should be the digital upgrade tentatively in the second quarter of 2021, and the second projected for the third or fourth quarter of 2021. The licensee is looking for approval of the digital upgrade submittal to support the Turkey Point, Unit No. 3 spring outage in 2023. The benefit of multiple pre-submittal meetings was discussed in supporting the submittal of a good quality licensing request. The NRC staff reminded the licensee that the review period for a routine licensing action is 12 months from acceptance of the submittal, but was noncommittal on the duration for a submittal of this complexity. Typically, the duration for the review of a complex submittal like the digital upgrade is around 60 days should the application not need to be updated. It was agreed that pre-submittal meetings should be conducted, and the licensee indicated their availability as soon as early December 2020.

The NRC staff questioned the process the licensee intended to use in support of the digital upgrade. The licensee indicated that the Diablo Canyon submittal would be used as a precedent. The precedent uses DI&C-ISG-06, Revision 1, Licensing Process (ADAMS Accession No. ML110140103). The licensee indicated that this alternate review process was seen to be most effective and concise due to the reduced amount of documentation necessary.

The NRC staff reminded the licensee that while shorter, this process may need supplemental licensing submittals to complete the review. The NRC indicated a desire to discuss the use of DI&C-ISG-06, Revision 1, at a pre-submittal meeting. The NRC staff also indicated that there is a digital I&C workshop planned in the January/February 2021 timeframe.

The NRC staff reminded the licensee that to ensure consistent communications, the licensee should focus its communication activities through the Division of Operating Reactor Licensing.
