November 10, 2020 U.S. Nuclear Regulatory Commission Public Meeting Summary

Title:

Meeting with the Industry Steam Generator Task Force Meeting Identifier: 20201180 Date of Meeting: October 28, 2020 Location: Webinar Type of Meeting: Category 2 Purpose of the Meeting: The purpose of this meeting was for the U.S. Nuclear Regulatory Commission (NRC) staff to discuss steam generator (SG) issues with the industry Steam Generator Task Force (SGTF).

General Details: The industry SGTF met with NRC staff on October 28, 2020, by Webinar.

The purpose of the meeting was to discuss a variety of SG issues. The meeting consisted of open and closed portions during which public and proprietary information was discussed, respectively. The public industry slides and draft reporting template are available in the Agencywide Documents Access and Management System (ADAMS) under Package Accession No. ML20300A215. This meeting was noticed as a public meeting and the agenda is available in ADAMS under Accession No. ML20300A347.

Summary of Presentations: During the meeting, industry representatives discussed and made presentations on the status of industry SG guidelines, recent SG operating experience, the status of the industrys In-plane Fluid Elastic Instability Project, the status of the Anti-vibration Bar Mapping and Fatigue Analysis Project, and a template for reporting SG inspection results to the NRC as required by the Technical Specifications (TS). A summary of the information exchanged during the meeting is discussed below.

  • The NRC staff requested a copy of each of the recently issued Steam Generator Management Program (SGMP) technical reports discussed during the meeting be sent to the NRC for information.
  • The NRC staff noted during the presentation on the SG Integrity Assessment Guidelines (IAGL) revision that the NRC feedback previously provided did not include input related to recommended versus mandatory (e.g., should versus shall) elements. The NRC staff stated their interest in seeing the changes to the industry SG IAGL.
  • The industry SGTF stated that no changes to the SG IAGL were needed for plants operating flexibly. However, the industry SGTF noted that the SG IAGL will identify that, for plants operating flexibly, consideration should be made in the areas of primary-to-secondary leakage at lower power and default growth rates being based on 100 percent power.
  • The industry SGTF reported that the In-plane Fluid Elastic Instability Project is considered closed by the industry. The industry SGTF stated that no U.S. operating plant is susceptible to in-plane fluid elastic instability. In addition, the industry SGTF noted that since the project was initiated due to a letter from the NRCs Director of Engineering to the SGMPs Executive Sponsor in 2014, the SGMP may want to write a letter to acknowledge the completion of the project. The NRC staff noted that they will discuss the appropriate recipient for a letter internally and communicate that to industry following the meeting.
  • The industry SGTF stated that the TS reporting template with an example would be included in the SG IAGL. The NRC staff stated that they would provide comments on the technical content of the draft reporting template.
  • During discussions related to lessons learned from industrys feasibility studies for thermally treated Alloy 600 (Alloy 600TT), the industry representative stated that lookback eddy current data showed many crack-like indications had discernable signals in past data and that actions are being taken to identify these types of signals earlier. The industry views this as a training issue rather than a probe detection issue. The NRC staff agreed that applying the lessons learned from the eddy current lookback studies will help improve inspections moving forward but also questioned if it is solely a training issue.
  • The final portion of the meeting was closed since it involved proprietary information related to the identification of potentially higher stress tubes in the Alloy 600TT SG fleet.
