(1) U.S. Nuclear Regulatory Commission , Authorization Letter for the Model No. TN-81 Package, Docket No. 71-9372 , Dated October 9, 2020 Framatome Inc. (Framatome) is requesting a change to the allowable number of transports allowed in the TN-81 Letter Authorization, Docket No. 71 -9372 [Ref. 1],

provided by the NRC in October of this year.

After receipt of the authorization, Framatome identified a risk that the reactor site, due to a currently unforeseen reason , may not be able to receive the fuel assemblies with the inert test rods . In this case, this strands the fresh fuel assemblies with no ability for them to be returned to Framatome. As such, the following change is requested within the authorization :

Existing Condition (1) Authorization is for a maximum of 1 shipment of all 8 test rods (4 fuel assemblies) in one transport.

Requested Change (1) Authorization is for a maximum of 3 shipments of up to 8 test rods (4 fuel assemblies) in one transport.

US NRC T JT:20:024 November 4, 2020 Page 2 This change will allow one or multiple non-conforming fuel assemblies with inert test rods to be returned to Framatome, the noncompliance corrected, and the fuel assemblies to again be delivered to the reactor.

No other changes are requested and Framatome is not increasing the total number of fresh fuel assemblies with inert test rods being fabricated. This request is only to address the off chance that the reactor facility cannot accept these fuel assemblies upon delivery.

To support the shipping window beginning in mid-February, Framatome requests this change by mid-January, 2021.
