October 6, 2020 Mr. Robin DeLaBarre Office of Nuclear Energy, Safety

& Security, Room 3320 HST Bureau of International Security

& Nonproliferation U.S. Department of State 2201 C Street, NW Washington, DC 20520

Dear Mr. DeLaBarre:

Enclosed is an August 17, 2020, application (PXB114.06) received by the U.S. Nuclear Regulatory Commission and submitted by Baker Hughes Oilfield Operations. Export application PXB114.06 authorizes the export of Category 2 quantities of Americium-241, Americium-241/Beryllium, Cesium-137, Radium-226 and Cobalt-60 to Iraq, for oil and gas well logging operations.

The purpose of this amendment is to: 1) delete South Oil Company as an Intermediate Foreign Consignee; 2) add Missan Oil Company and Basrah Oil Company as intermediate Foreign Consignees; and 3) extend the expiration date from September 30, 2020 to October 31, 2022.

Since Iraq is on the Embargoed destinations list (10 CFR Part 110.28), before taking action on this new request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

Sincerely, 10/6/2020 X Peter J. Habighorst Peter J. Habighorst Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Nonproliferation Branch Office of International Programs cc w/enclosure:
