DAVIS-BESSE NUCLEAR POWER STATION - NRC INVESTIGATION REPORT NO. 3-2019-005
Dear Mr. Brown:
The U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI), Region III began an investigation on May 7, 2019, to determine whether Security Officers at Energy Harbor Nuclear Corp.s Davis-Besse Nuclear Power Station (Davis-Besse) deliberately failed to complete security tasks that were required under the sites physical security plan.
Based on the evidence developed during the investigation, the NRC determined that Security Officers at Davis-Besse deliberately failed to complete security tasks that were required under the sites physical security plan. Prior to the OI investigation, your staff conducted an internal investigation. Based on the results of the internal investigation, both security officers were terminated, their un-escorted access authorization was revoked, and the appropriate information was entered into a common industry database (PADS). In addition, other security officers performed the missed security tasks in accordance with the site physical security plan and within the allotted timeframe to avoid a security compliance incident. Therefore, no violations of NRC regulations were identified. No further action is required at this time.
In accordance with 10 CFR 2.390 of the NRC's Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room and in the NRCs Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html. You should also be aware that the final OI investigation report, is an official agency record and may be made available to the public under the Freedom of Information Act (FOIA), subject to redaction of information in accordance with the FOIA.
