Background:

D2Wpowerunits werepreviously shipped fromthecore vendor totheshipyards inthe Model D2Gpowerunit shipping container (PUSC) under Certificate ofCompliance (CoC) numberUSA/6441/B(

)F.

TheD2GPUSCwasused between 1969and2008to transport D2Gshipboard, D2WPrototype, andD2Wshipboard power units.

TheNaval Reactors Program had13D2GPUSCswhichmadeanaverage of 36shipments each.

WhenTitle 10,CodeofFederal Regulations, Part 71(10CFR71) was revised in2004, grandfathering provisions forlegacy TypeBcontainers (including theD2G PUSC) were added that required submitting analyses todemonstrate that thepackage meets revised 10CFR71 requirements orretiring thepackage fromservice byOctober 1,2008.

Because there wasnoplanned usefortheD2GPUSCafter

2008, andsignificant effort wouldberequired todemonstrate compliance torevised 10CFR71 requirements, Naval Reactors approved letting boththeDOE-NRandNuclear Regulatory Commission (NRC) certificates ofcompliance fortheD2GPUSCexpire.

TheNavyrecently identified that seven LOSANGELES Class submarines areplanned toberefueled with D2Wpowerunits.

Discussion:

Tosupport powerunit shipments using theD2GPUSCforD2Wrefuelings, theNaval Reactors Program hasprepared anaddendum totheoriginal Safety Analysis Report for Packaging (SARP) forD2Wunits intheD2GPUSC.TheSARPaddendum hasbeen prepared inaccordance with theoutline provided inNRCRegulatory Guide7.9.

The SARPaddendum demonstrates compliance ofthepackage withtherequirements of 10CFR71 byinvoking specific analyses fromtheoriginal SARPandproviding additional

inthis way,theSARPaddendum constitutes a

completeSARP demonstrating compliance with 10CFR71 andforms thebasis fora newapplication for aCoC.Naval Reactors (R.

Pratt, J.Kampen) discussed this certification strategy withtheNRC(B.
White, J.Smith, J.Piotter) onApril 3,2019.

Enclosure (1) contains the D2Wpowerunit intheD2GPUSCSARP.Naval Reactors considers that the SARP demonstrates package compliance with therequirements of 10CFR71 Request forAction:
