JohnLubinski Office Director, ofNuclearMaterial SafetyandSafeguards Regulatory Nuclear Commission DC20555 Washington, D2WPOWER UNITINTHED2GPOWER UNIT SHIPPING CONTAINER-SAFETY ANALYSIS REPORT FORPACKAGING; REQUEST FORNUCLEAR REGULATORY COMMISSION REVIEW ANDCONCURRENCE (U)

Background:

D2Wpower units were previously shippedfromthecore vendor tothe shipyards inthe ModelD2Gpower unit shipping container(PUSC) under Certificate ofCompliance (CoC)number USA/6441/B( )F.TheD2GPUSCwasused between 1969 and2008 to D2Gshipboard, transport D2WPrototype, andD2Wshipboard power units. TheNaval Reactors Program had13D2GPUSCswhich madeanaverage of 36shipments each.

WhenTitle 10,CodeofFederal Regulations,Part71(10CFR71) was revised in 2004, grandfathering provisions forlegacy TypeB containers(including theD2G PUSC) were addedthat required submitting analysestodemonstrate that the package meets revised 10CFR71requirements orretiring thepackagefrom service byOctober 1,2008.

Because there wasnoplanned usefor theD2GPUSCafter 2008, andsignificant effort would berequired todemonstrate compliancetorevised 10CFR71 requirements, Naval Reactors approved lettingboth the DOE-NR andNuclear Regulatory Commission (NRC)certificates ofcompliance for theD2GPUSC expire.

TheNavyrecently identifiedthat seven LOSANGELES Class submarines are planned toberefueled with D2Wpower units.

Discussion:

power Tosupport unit shipments usingtheD2GPUSCfor D2Wrefuelings, theNaval Reactors Program hasprepared anaddendum tothe original Safety Analysis Report for (SARP)

Packaging forD 2W units intheD 2G PUSC. T he SARP addendum has been inaccordance prepared with the provided outline inNRCRegulatory Guide 7.9. The SARPaddendum demonstrates complianceofthepackage with the r equirements of 10CFR71byinvoking specific analysesfromthe originalSARPandproviding additional

2 NR:RR:JHKampen G#C20-03655 analyses asappropriate toaddress requirements in10CFR71 that changed after the package was originally certified. inthis way, the SARPaddendum constitutesa completeSARP demonstrating compliance with10CFR71 andforms thebasis a for newapplication for a CoC.Naval Reactors (R. J.Kampen)

Pratt, discussed this certificationstrategy withtheNRC(B. White, J.Smith, J.Piotter) onApril 3,2019.

Enclosure (1) contains the D2Wpower unit intheD2GPUSCSARP. Naval Reactors considers that the SARP demonstrates package compliance with therequirements of 10CFR71 Request for Action: TheNRC is requested toreview andconcur with theD2Wpower unit intheD2GPUSCSARP,transmitted via Enclosure(1)ofthis letter.Enclosure (2) provides, for information, thed raft D epartment of Energy(DOE) Revision CoC, 0,for theD2Wpower unit intheD2GPUSC SARP. Tosupport the planned D2Wpower unit shipments, Naval Reactors appreciatesreceiving anyinitial comments ontheSARPby March 2021Final concurrence bySeptember 2021 would begreatly appreciated.
