Pursuant to 10 CR 40.27.c(5), thank you for informing NRC of the one-time revision to the inspection procedures described in the LTSP for the Shiprock and Tuba City UMTRCA Title I sites for 2020. We understand this revision is due to travel restrictions related to the COVID-19 Public Health Emergency. We also understand that you will resume inspections as outlined in the LTSP for the sites in 2021. We suggest that you describe the revised inspections in the annual inspection report for the Title I site inspections for 2020. A copy of tis email will be included in the dockets for Shiprock and Tuba City as public documents

Nick-That is correct.
The inspection parameters and procedures will not change and the areas inspected will be the same as in the LTSP, just the personnel performing the inspections will be modified due to Navajo travel restrictions, and this modification will be in effect this year only.
Because of their rural setting, we have more latitude to conduct work at Monument Valley and at Mexican Hat; consequently, were collecting radon cups and conducting the annual
inspection of Mexican Hat this week and measuring water levels in the wells at Monument Valley this week as well.
There is no disposal cell at Monument Valley so there is no annual inspection there; however, we had annual groundwater monitoring scheduled at Monument Valley in December and decided to postpone that event.
We will send you another communication concerning groundwater sampling at MON, SHP, and TUB at a later time.

Hello Mark
Just to be clear, the inspection parameters and procedures will not be changed and the areas inspected will be the same as in the LTSP, just the personnel performing the inspections will be modified, due to the Navajo Nation travel restrictions. As far as you know now this modification would only be in effect this year. Let me know and Ill send back a specific email regarding our concurrence.
I understand that Monument Valley was inspected in December but its not clear if Mexican Hat was inspected in August. Do you have any information on the MH inspection?

Hello Nick!
As discussed during the June 20, 2020 NRC and DOE quarterly update meeting, the COVID pandemic
on the Navajo Nation has resulted in travel restrictions for conducting work on tribal lands. The travel restrictions have prevented LM from conducting our normal annual inspections of the Shiprock and Tuba City sites this year. The normal inspection process involves LM Support (LMS) contractor personnel from our Grand Junction office leading each site inspection. This year, LM plans to implement a modified inspection process for conducting the site inspections at the Shiprock and Tuba City sites.
The modified approach for this years inspections includes the following key elements:
Local LMS staff, who are Navajo: Gerry Jay at Shiprock, and LaWanda Scott at Tuba City, will function as Lead Site Inspectors:
LM will reach out to Hopi and Navajo AML, to solicit their support and assist the lead inspectors (Gerry and LaWanda).
Prior to the site inspections, LMS will provide the required site-inspection training to the LMS local staff and Navajo and Hopi participants.
LMS Shiprock and Tuba City site leads, along with LMS staff who have conducted the inspections in past years, will provide virtual support to the local staff inspectors and for the inspections, including:
Participation in providing training Virtual participation in the pre-work briefings Availability by phone during the inspections Virtual participation in post-inspection briefings Preparation and delivery of all required inspection materials to the inspection participants; hardcopy site maps, inspection checklists, cameras, health and safety documentation, and work planning documentation Following the site inspections, the local LMS inspection leads will transmit all the inspection documentation back to the Shiprock and Tuba City site leads in Grand Junction office for preparation of the inspection report.
Provided that you concur with this modified inspection process, LM plans to complete the Shiprock and Tuba City inspections before the end of the current fiscal year. LM is currently waiting to confirm participation from Hopi and Navajo stakeholders and we may need to shift the schedule slightly to accommodate our entire team.
