SUMMARY
OF PROPOSED CHANGES (SOPC)
HI-STAR 100 MB TRANSPORT LAR 9378-1 Introduction This document is intended to communicate a few additional proposed changes outside of the Request for Additional Information (RAI) responses in Revision 4 of Holtec Report HI-2188080, Safety Analysis Report on the HI-STAR 100MB Package (generally referred to herein as the HI-STAR 100MB Transport SAR or simply SAR). All proposed changes are reflected in Revision 4 of the SAR, the HI-STAR 100MB licensing drawing package and SAR supporting documents submitted to the USNRC via RAI responses to the license action request.
This SOPC is presented in three parts and includes reason and justification for proposed changes.

Proposed Changes to the Safety Analysis Report B.
Proposed Changes to the Licensing Drawing Package In general, editorial changes and certain minor changes are not summarized in the SOPC.
The SARs revision summary log contains additional change description information on a section by section basis for all SAR chapters. SAR supporting documents supplied with this LAR are listed in the LAR submittal letter Holtec Document ID 5026007-NRC.

ADDITIONAL PROPOSED CHANGES TO SAR Proposed Change Identifier Topic Description SOPC PC-1 Include Permeation Effect and Update Source Terms in the Containment Analysis Discipline(s) Impacted: Containment Proposed Change and Justification: The containment analysis HI-2188669 supporting Chapter 4 has been revised to include permeation effect through the elastomertic seal material and correct error with the source term used. The update analysis better models the leakage of radioactive gas from the containment boundary and continues to demonstrate the leakage acceptance criteria of the SAR Table 8.1.1 is met.
Reason for Proposed Change: Correct the containment analysis due to an internal finding, such that the containment analysis better models the leakage of radioactive gas from the containment boundary.
Licensing Drawings: No impact.
PC-2 Increase Upper Tolerance on Cask Shim Liner Discipline(s) Impacted: Design Proposed Change and Justification: The shim liners thickness upper tolerances for the HI-STAR 100MB cask is increased. These dimensions are reflected in Licensing Drawing Sheet 7, 11070 Detail V. The change in upper tolerance on the shim liners thickness does not impact the values used in the shielding analysis, therefore the proposed change does not impact the shielding analysis. If at all, the maximum thickness being increased would only have a positive impact on the cask shielding capabilities.
Reason for Proposed Change: To provide flexibility to the fabrication of the shim liners.
Licensing Drawings: The upper tolerance is updated on Cask Licensing Drawing 11070 Sheet 7, Detail V.
Document 5026007 Enclosure #2 Page 3 of 4 Proposed Change Identifier Topic Description SOPC PC-3 Clarification of Basket Shim Flag Note 1 Discipline(s) Impacted: None Proposed Change and Justification: Flag Note 1 is revised to clarify an accommodation for the HI-STAR 100MB Version SL cask drain line. The purpose of the proposed change is to clarify that shims may not only be made from multiple pieces to achieve the total height, but also ease installation of the shims while also preventing any interferences. As multiple piece shim design was previously considered, the verbiage change does not impact the safety functions of the design.
Reason for Proposed Change: The proposed change adds clarity to the basket shim note.
Licensing Drawings: Flag Note 1 is revised on SAR Cask Licensing Drawing 11070.

+0.115 from +0.03 and +0.03 respectively. See PC-2 in Section A above.
- Flag Note 1s first bullet is revised to specify Basket shims may be made from multiple pieces to achieve overall length and accommodate the drain line, per PC-3 in Section A above.
