San Onofre Nuclear Generating Station, Units 1, 2, and 3 - Issuance of Amendments to Revise the Permanently Defueled Emergency Plan (ADAMS Accession # ML173108482)
Dear Sir or Madam:
Provided as Enclosures to this letter are updates to the San Onofre Nuclear Generating Station (SONGS) ISFSI-Only Emergency Plan. These updates are submitted as required by 10 CFR 50.54(q).
On November 30, 2017, the NRC approved an ISFSI-Only Emergency Plan (IOEP), including a related set of ISFSI-Only Emergency Action Levels (EALs) (Reference 1) that had been submitted in accordance with 10 CFR 50.90. On August 10, 2020, Southern California Edison (SCE) implemented Revision O of the IOEP (SONGS document IOEP-1) and ISFSI-Only EAL Technical Bases Manual (SONGS document IOEP-2). These documents were complete replacements for the Permanently Defueled Emergency Plan and EALs, and reflect the current ISFSI-Only status of the station. Also on August 10, 2020, in accordance with 10 CFR 50.54(q), SCE implemented Revision 1 to the IOEP-1 and IOEP-2.
SCE has determined that the changes in Revision 1 of the IOEP-1 and IOEP-2 do not reduce the effectiveness of the ISFSI-Only Emergency Plan or ISFSI-Only Emergency Plan Implementing Procedures, and the ISFSI-Only Emergency Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50 Appendix E, as exempted. of this letter transmits Revision 1 of the SONGS ISFSI-Only Emergency Plan (IOEP-1) effective August 10, 2020. transmits Revision 1 of the SONGS ISFSI-Only Emergency Action Level Technical Bases Manual (IOEP-2). pmvides a summary of the analysis supporting the changes Revision 1 of IOEP-1 and IL 'I. ~__5 IOEP-2. Because Revision O of IOEP-1 and IOEP-2 received prior approval via the referenced

11 documents, no summary of analysis is required.
