APPROVAL OF AMERICAN CENTRIFUGE OPERATING REQUEST TO AMEND ITS TRANSPORTATION SECURITY PLAN FOR THE PROTECTION OF CLASSIFIED MATTER (EPID L-2020-LLA-0041)

Dear Ms. Wiehle:

By letter dated March 10, 2020 (Agencywide Document Access and Management System

[ADAMS] Accession No. ML20108F542), American Centrifuge Operating (ACO), a wholly owned subsidiary of Centrus Energy Corp. (Centrus), requested that the U.S. Nuclear Regulatory Commission (NRC) amend License Nos. SNM-7003 and SNM-2011 for the American Centrifuge Lead Cascade Facility (LCF) and the American Centrifuge Plant (ACP),

respectively, for NR-3605-0010 Transportation Security Plan for Classified Matter Shipments for the American Centrifuge Plant (TSP). The purpose of the TSP is to ensure that shipments of classified matter are properly protected, including shipments of classified equipment in support of ACOs ACP High Assay Low Enriched Uranium Demonstration Program.

The NRC staff has completed its review of the TSP and has found it to be acceptable. The details associated with the review are documented in a non-public Safeguards Evaluation Report (Enclosure 1). Enclosures 2 and 3 to this letter provide complete and redacted versions of Amendment No. 18 of License SNM-7003 for the LCF, which is effective immediately.

Enclosures 4 and 5 to this letter provide complete and redacted versions of Amendment No. 10 of License SNM-2011 for the ACP, which is effective immediately.

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and Enclosures 3 and 5 will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). Enclosures 1, 2 and 4 to this letter contain sensitive, unclassified information, and are therefore deemed Official Use Only (OUO). Therefore, these will not be placed in the Public Document Room, nor will they be publicly available in ADAMS.

Enclosures 1, 2 and 4 transmitted herewith contain Security-Related Information. When separated from the sensitive conditions in Enclosures 1, 2 and 4, this document and Enclosures 3 and 5 are decontrolled.
