PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-200 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
INADVERTENT TARGET ROCK SAFETY RELIEF VALVE OPERATION NRC, Region I, was informed that an inadvertent operation of one of the eleven Target Rock Safety / Relief Valve occurred at 2:20 p.m. on November 22, 1976. The reactor was being started up and had just reached the run mode (1000 psig) when the valve relieved. The valve reshut at a reac-tor pressure of 200 psig. Preliminary information indicated that no safety related problems resulted from the event. The reactor will re-main shutdownt for replacement of the valve. The licensee is preparing to make a drywell and torus inspection.
ThisTargetRockSafety/RIliefvalve,No.E, failure (referencetoPNO-76-197) is similar to the one, No. F, that occurred on November 19, 1976. The licensee is planning to replace this failed valve with a new valve.
Media interest is expected because of an unscheduled plant shutdown. The State of New York has been and is being kept informed. A press release is not planned.
NRC, Region I, Philadelphia, Pennsylvania received notification of this occurrence by telephone from the licensee at 2:40 p.m., November 22, 1976.
