November 19, 1976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-197 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Niagara Mohawk Power Corporation Power Authority of the State of New York Sub,1ect:
INADVERTENT TARGET ROCK SAFETY RELIEF VALVE OPERATION NRC, Region I, was informed of the inadvertent operation of a Target Rock Safety / Relief Valve at 12:30 a.m. on 11/19/76. The reactor was operating at 86% power, full pressure (approximately 1000 psig) and was manually scrammed. The valve reshut at a reactor pressure of 300 psig. Torus temperature limits were not exceeded. Preliminary information indicates that no safety related problems resulted from the event.
The reactor will remain shutdown for replacement of the valve.
The licensee is preparing to make a drywell and torus inspec-tion.
Media interest is expected because of an unscheduled plant shutdown.
The State of New York has been and is being kept informed.

NRC, Region I, Pni1adelphia, Pa. received notification of this occur-rence by telephone from the licensee at 8:50 a.m., 11/19/76.
