POINT BEACH INSPECTION REPORT 50-266/98009(DRP);

50-301/98009(DRP) AND NOTICE OF VIOLATION

Dear Mr. Patuiski:

On May 23,1998, the NRC completed an inspection at your Point Beach 1 and 2 reactor

facilities. The enclosed inspection report presents the results of that inspection.

During this 6-week inspection period, the Point Beach facility was operated safely. Several self-

assessments performed by plant staff and industry peers were effective in identifying areas

where improvement was needed t.1d proposed corrective actions were appropriate. In one case

,

involving inadequate surveillance testing of refueling equipment interlocks, engineering and

regulatory services staff did not implement comprehensive corrective actions for an assessment

finding. A violation of NRC requirements was identified regarding the failure to test all required

refueling system interlocks.

The identified violation is cited in the enclosed Notice of Violation, and the circumstances

surrounding the violation are described in detailin the enclosed report. Please note that you are

required to respond to this letter and should follow the instructions specified in the enclosed

Notice when preparing your response. The NRC will use your response, in part, to determine

whether further enforcement action is necessary to ensure compliance with regulatory

requirements.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its

enclosures, and your response will be placed in the NRC Public Document Room.
