- INSPECTION REPORT 50-483/97-11 AND NOTICE OF VIOLATION)

Dear Mr. Randolph:

Thank you for your letter of May 7,1998, providing additional information to your February 6,

1998, response to the subject inspection report and Notice of Violation. Maintenance Rule

baseline team inspection, reviewed compliance with ths Maintenance Rule at the Callaway

Plant. We have reviewed your May 7 letter, and are satisfied with the additional information you

have provided for each of the thrsa violations. Each respon' e is discussed below.

Violation A

F6r Example 1, your response to our questions regarding the definition of containment isolation

valve failure addresses our concerns related to your planned corrective action.

As for Frample 2 of Violation A, your explanation of how feedwater heater failures will not be

masked by the performance criteds is acceptable. Additionally, we agree that a violation did not

occur in the monitoting of feedwater heater performanw. Therefore, we hereby withdraw

feedwater heater monitoring as one of the two elements of Example 2 in Violation A.

Violation B

For this violation, your explanation of how functional failures are identified and addressed

programmatically, addresses our concerns about this issue.

Violation C

Your decision to monitor and track unavailability of risk significant structures, systems, and

components during surveillance when the structures, systems, and components are not

available for standby or automatic functions will comply with the intent of the Maintenance Rule.

We do not have any additional concerns in this area.

In summary, our concems regarding the violations discussed above have been sopropriately.
