I believe that although 01 may initiate investigations on its own initiative it should document to the same extent as is required of other arms of the agency the reasons why it believes initiation of an investigation is warranted. See 3.2.
- 2. I believe that all notifications of the initiation of inves-tigations shou 1TTdentify the initiator of the investigation and clearly indicate why initiation of the investigation was believed by OI to be warranted by discussing how the threshold criteria for initiation of an investigation were satis'fied.
See 3.2.2.
- 3. .I believe that all final reports of investigation should indicate clearly whether, and if so, how the suspected wrongful conduct that was investigated has been verified by OI's investigation to have occurred. See 3.2.3.
