UNPLANNED GASEOUS RELEASE ABOVE TECHNICAL SPECIFICATION I

Commonwealth Edison Company notified Region III (Chicago) that at about 9:30 a.m. on August 14 the Auxiliary Building vent gaseous effluent monitor approached the technical specification instantaneous release limit.

The gaseous effluent release was identified as cover gas from a leaking manually operated Grinnel-Saunders diaphragm valve, the inlet valve to holdup tank 0 in the ' tdown system.

The licensee isolated the tank terminating the relt e A grab sample was obtained during the release and the maximum release rate was subsequently calculated to be about 82,000 uCi/sec, with a total release duration of about 15 j

minutes.

f The Technical Specification limit for instantaneous gaseous release is 60,000 uci/sec.

Since this rate (if it exists continuously) is based on limiting exposures to people in unrestricted areas to 500 mrem per year or less, the short 15-minute release at the level reported would not contribute significantly to an individual's annual exposure.

The reactors were not shut down as a result of this release.

Region III plans to issue a press release. The State of Illinois has been informed.

Region III received notification of this occurrence by telephone from Commonwealth Edison at 11:00 a.m. on August 15, 1976 and was informed at 8:00 a.m. on August 16, 1976 that the release had exceeded the Technical Specification limit.
