PRELIMINARY NOTIFICATION September 10, 1976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-153 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
UNCOUPLED CONTROL ROD During routine surveillance testing at 3:00 a.m., September 10, Control Rod 43-35 was found to be uncoupled from its drive mechanism.
The reactor was at 95% power. The affected rod and three symmetrical rods were fully inserted and preliminary analysis indicates no core limits were exceeded nor was any
-fuel damaged. Technical Specifications permit continued operation under this condition as long as the rod remains inserted.
No cause for the uncoupling has been identified.
Preliminary inquiries by Region I indicates similar events of this type occurrec at Dresden 2 and 3 and Quad Cities.
Media interest is not expected.
The State of New York has not been informed.
A press release is not planned.
Region I, NRC, Philadelphia, Pennsylvania received notification of this occurrence by telephone call from the licensee at 9:00 a.m.,
September 10, 1976.
