REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE PERTAINING TO BAW-10232P, "OTSG REPAIR ROLL QUALIFICATION REPORT (INCLUDING THERMAL HYDRAULIC EXPANSION EVALUATION),"

Dear Mr. Hutchinson:

' By Entergy Operations, Inc.'s (EOl's) application dated February 9,1998, and its attached affidavit dated January 8,1998, executed by Joesph J. Kelly on behalf of Framatome

- Technologies, Inc., EOl submitted BAW-10232P, "OTSG [once through steam generator) Repair Roll Qualification Report (including Tliermal Hydraulic Expansion Evaluation)," and requested mat it be withheld from public disclosure pursuant to 10 CFR 2.790. A nonproprietary version ST the report was provided by EOl's letter dated February 26,1998.

Framatome Technologies, Inc., (FTI) stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

(1)

The information reveals data or material concoming FTl research or development plans or programs of present or potential competitive advantage to FTI.

(2)

The' use of the information by a competitor would decrease his expenditures, in t!me or N5ources, in designing, producing, or marketing a similar product.

(3)

The information consists of test data or other similar data concorrUng a process, method or component, the application of which results in an economic advantage to FTI.

We have reviewed the application and the material in accordance with the requirements of 10 CFR 2.790 and, on the basis of the statements by FTI, have determined that the submitted information sought to be withheld contains proprietary commercial information.

Therefore, the version of the sut.mitted information marked as proprietary will be withheld from 1

public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of j

1954, as amended.
