Chairman Jackson's Comments on SECY 98-074
. I disapprove the staff's recommendation for revision to the process for declassification and release of inventory difference data used in the annual report, NUREG-0430. The Commission may at times be privy to information regarding this data which the staff may not have at its disposal. This lack of totalinformation sharing may affect the validity of the staff's determination that the declassification criteria have been met. Therefore, the staff's proposed process, which would leave both the EDO and the Commission out of the determination process, does not provide adequate assurance that a completely informed determination will be made. I would, however, be willing to entertain the idea of eliminating the annual Commission negative consent paper, if the authority to make the final determination were delegated to the EDO.
