I approve the staffs proposal. I agree that dealing with issuestn a case-by-case basis where a nexus is drawn between protection of public health and safety and the State's approach to employee standards of conduct maintains the Federal and State constitutional balance. We should coatinue to treat States as the organic govemmental entities that they are.
I also support Agreement State implementation of the NRC's deliberate misconduct rule as a -
matter of compatibility C, whether by rule or other legal bindin requirements the essential objectives of the deliberate misconduct rule are embodied.
