l Staff's recommended actions are a reasoned approach to these sensitive issues and I approve them. With respect to the need for determining the compatibility category.of employee protection rules, staff should approach this in a manner similar to the issues raised in this paper, namely, survey the States to determine what provisions for this purpose are in place, discuss the compatibility issue with the States and other appropriate organizations of the States and obtain their comments, and provide an opportunity for public comment on this issue.
