'976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE-PNO-76-121 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Pilgrim Unit 1 Boston Edison Company Subj ect:
UNEXPECTED PICKET LINES ESTABLISHED AT SITE Local Union No. 721 of the Construction and General Laborers, AFL-CIO, established a picket line at the Pilgrim Nuclear Power Station at 6.'.5 a.m. on July 16, disrupting access by station personnel.
The issues precipitating the unexpected union action focus on dismissal by the utility of a radwaste subcontractor, and assignment of the radwaste contract to a new company.
Discussions were initiated between plant management, the plant l
operator's union (Utility Workers of America, Local 369), and Local I
The plant's operating union personnel did not cross the No. 721.
picket line at the 8:00 a.m. shift change.
The site security force f
is not affected and has been augmented.
The plant was operating at 75% power with night shift personnel still
-in the plant as of 10:00 a.m., July 16.
An NRC:I inspector, already on site, will continue to monitor events.
Media interest is expected because of high local interest. The f
Commonwealth of Massachusetts has been informed. A press release is not planned.
