SAN ONOFRE NUCLEAR GENERATING STATION. UNITS 2 AND 3 ISSUANCE OF DIRECTOR'S DECISION UNDER 10 CFR 2.206 Notice is hereby given that the Director, Office of Nuclear Reactor Regulation, has acted on a Petition for action under 10 CFR 2.206 received from Mr. Stephen Dwyer dated April 25, 1997, for the San Onofre Nuclear Generating Station (SONGS), Units 2 and 3.

The Petition requests that the Commission shut down the San Onofre Nuclear Ganerating Station pending a retrofitting of the steam generators. As a basis forthe request, the Petitioner asserts that the ability of the steam generators to withstand a major seismic event is' seriousl9 compromised by the degraded eggerate supports discovered in the SONGS Unit 3 steam generators.

The Director of the Office of Nuclear Reactor Regulation has determined that the request should be denied for the reasons stated in the " Director's Decision Under 10 CFR 2.206" (DD 96-06), the complete text of which follows this notice and which is available for Public inspection at the Commission's Public Document Room, The Gelman Building,2120 L h
