DESIGN ERROR IN RHR/LPCI PUMP START CIRCUIT A review of the LPCI/RHR pump start circuitry conducted by the licensee on 4/13, revealed a circuit design error.

The second pump in each loop will not in some cases automatically start following loss of AC power and subsequent energizing of the emergency busses from the diesel generators.

The start circuitry was modified in Nov 1975 to remove the LPCI loop se-lection logic feature. Affected portions of the circuit were tested at that time, however, a complete test of total system operation was not performed.

Pc. ' Bottom Unit 2 is in a refueling outage. Unit 3 is shutdown and will m it restart until this circuitry is corrected.

GE APED, which concurred in the modification, has been apprised of the problem by IE.

The modification, based on preliminary information is not i

generic.

The above information is current as of 12:30 p.m., 4/14.

Media interest is expected because Unit 3 remains shutdown for modifi-cation and subsequent testing. Region I believes Unit 3 may return to i

power by April 15, 1976. The State of Pennys1vania has been informed of the shutdown of Unit 3.

A press release is not planned.
