PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- -

This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The infomation presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Facility: Philadelphia Electric Company Peach Bottom Atomic Power Station, Units 2 and 3 Delta, Pennsylvania (DN's50-277and50-278)

BOMB THREAT ,

g On November 6,1977, a message was received by telephone at the garage of Henkel and McCoy, Rising Sun, Pennsylvania, a contractor working at Peach Bottom, which stated that the caller knew of a person who was planning to place a bomb in the Peach Bottom Nuclear Site. The unidentified caller made three calls from 7:00 p.m., to 7:30 p.m., seeking to talk to one specific foreman by name, an employee of the contractor. The caller stated he received the information from another person and was concerned because he lived across the river from the site. He requested the information be relayed to Peach Bottom.

The Maryland State Police, Pennsylvania State Police, and FBI have been notified. The Federal Power Comission has been informed.

The licensee has notified the Security Force and increased vigilance has

(,[\) been ordered particularly in the search of all hand-carried packages and deliveries.

Media interest is expected because of interest in operating problems at

, nuclear power plants. The Commonwealth of Pennsylvania has been informed.

A press release is not planned by.the licensee or NRC.

The IAT was notified.

NRC Region I (Philadelphia) received notification of this occurrence by telephone from the licensee at 11:45 a.m., November 7,1977.
