T Chairman ' Jackson's contments on SECY 98-119 I approve restart authorization for Millstone Unit 3 (i.e.,
I approve changing the " watch list" status of Unit 3 from Category 3 to Category 2 and designating the Executive Director of Operations as the senior manager responsible for verifying restart actions are complete and approving commencement of actions to restart Unit 3).
I agree with the staff that although the licensee's corrective action program is adequate to support restart of Unit 3,
the effectiveness of the corrective action program should be more completely assessed by evaluating long-term performance.
To that
- end, I agree with the steff's plan to performy another team inspection in this area within a year of restart.
Additionally, regional and NRR management should carefully monitor the Unit 3 inspection findings (plant issues matrix), and related Unit 1 and Unit 2 inspection findings that reflect on site-wide processes, to identify adverse trends should they develop.
The NRC staff should evaluate lessons-learned from the Unit 3 ICAVP effort and apply improvements to the Unit 2 process.
I commend the NRC staff for their diligent efforts at inspecting, assessing, and evaluating licensee
- issues, programs and performance.
I also commend local and federal elected officials, members of the public, public interest groups, and the press for their dedicated, questioning efforts.
