f PRELIMINARY NOTIFICATION July 7, 1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCb2RENCE -- PNS-/8-32 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by lE staff as of this date.

Subject:

Bomb Threat The Palo Verde switchboa:d received an anonymous telephone call from outside the plant, from a male, at 9:50 p.m., Friday, June 30, 1978, who stated, " Listen, I am only going to tell you once. There is a 1,,3 bomb inside the containment of Unit No. I and it is set to go off at 10:45 p.m." The caller then' hung up.

O The switchboard operator notified the guard force and the sheriff. /

The containment area was evacuated. It was not searched. At 11:10 p.m., /

after nothing happened, the employees returned to work.

NRC Region V (San Francisco) did not receive notification of the bomb threat by the licensee until approximately 2:30 p.m. , July 6,1978. O The delay in reporting was an oversight by the licensee. The plant is I under construction (20 to 25% complete). There is no nuclear fuel on site.

On the same day, the Salt River Project (part owner of Palo Verde)

I received a bomb threat call at the office for their St. John power plant, Coronado, Arizona. On the same day, in the afternoon, Arizona Public Service (APS) also received a bomb threat call at their Cholla Power Plant (coal fired).

The IAT has been notified.

This preliminary notification is issued for information only and no further action by Region V is anticipated. The State of Arizona has been contacted.
