By letter dated March 27. i997, and supplemented by letters dated April 3,1997, July 21,1997, October 23,1997, November 13,1997, December 12,1997, January 21,1998, January 29,1998, March 23,1998, May 1,1998, May 19,1998, May 21,1998 and May 28,1998, Waterford 3 proposed to amend Operating License NPF-38 to increase spent fuel storage capacity and increase the maximum fuel enrichment. The purpose of this submittalis to add a footnote to Technical Specification (TS) Refueling Operations, Surveillance R.equirement 4.9.7.2, to effect a limited deviation to allow the crane main hook electrical interlocks to be replaced with administrative controls during the implementation of the spent fuel storage

spent fuel assemblies.
. Enclosed are three attachments to support your review of the proposed supplemental technical specification change. At+achment 1 is a copy of the affected page as it currently exists in the Waterford 3 Technical Specifications. Attachment 2
. is a mark-up of the affected page showing the changes previously requested plus the addition proposed by this supplement. Attachment 3 is a clean version of this page representing how this page will look when issued.
This letter also provides notice that the following procedural requirements associated with the license amendment request are implemented:
- 1.. RF-002-001, Refuel Receipt, was changed to ensure that the gates will not be installed when spent fuel is present in the Cask Storage pit and/or the Refueling Canal.-
2.' OP-500-008, Annunicator Response Procedure Control Room Cabinet H, requires that for faulted (one spent fuel cooling pump) operation, fuel movement will be suspended.
- 3. 'OP-901-513, Spent Fuel Pool Cooling Malfunction, requires for one spent fuel
. cooling pump operable or the Spent Fuel Pool (SFP) temperature reaching 135 F that spent fuel movement be suspended and the frequency of monitoring SFP temperature be increased.
- 4. OP-002-006, Fuel Pool Cooling and Purification (Limitations and Caution sections),~ was changed to address the administrative limits that correspond to the
. increased. spent fuel storage capacity. The procedure revisions indicate that the Back-up Spent Fuel Pool Heat Exchanger is not sufficient to handle the Spent Fuel Pool heat load during a full core offload; with the Back-up Fuel Pool Heat
. Exchanger in service, a heat load calculation must be performed prior to commencing s partial core offload; and, the calculated Spent Fuel Pool heat load, for placing the Back-up Fuel Pool Heat Exchanges into service, should not

- A Licensing Document Change Request (LDCR)is a required part of all Design Change Packages (per procedure NOECP-303, Design Change Packages) and is approved when the Design Change Package (DCP) is approved. Upon approval of the DCP, the LDCR is forwarded to Waterford 3 Licensing for incorporation into the UFSAR at the next update. The LDCR identifies and implements the required licensa -
basis changes until the next UFSAR is issued.
