Dear Mr. Mills:
I am replying to your April 4,1998, letter to the inspector General, which was forwarded to the NRC staff for consideration and review. Your letter expressed concerns related to possible effects of a tornado on the San Onofre Nuclear Generating Station, Unit 1 (SONGS-1) spent fuel pool.
Regarding your interest in the capability of the SONGS-1 spent fuel pcol to withstand the most severe tornado and waterspout, Southern California Edison Company (SCE) submitted a report on October 10,1986, titled " Tornado Resistance Design Review for San Onofre Nuclear Generating Statiori Unit 1." Argonne National Laboratory (ANL), under a technical assistance contract with the NRC, performed an evaluation of the October 10,1986,SCE report. The staff's safety evaluation, dated August 19,1992, was based on the ANL evaluation. The staff's safety evaluation concluded that the SCE report was conservative, state-of-the-art and complete. The staff also concluded that failure probabilities were conservatively modeled, the data used were appropriate, and the radiation dose conversion factor used in the benefit computation was also conservative. On these bases, the staff I
concluded that the SONGS-1 spent fuel pool met all the regulatory requirements for tornado winds and missiles.
Regarding your interest in whether the potential damage from tornados has been accounted for in the analysis of a station blackout simultaneous with a small break loss of coolant

accident, it is noted that sirice the SONGS-1 plant was perrnaaently defueled, the g
mechanisms for inducing a loss of coolant accident are no longer present.
You also inquired into the number of plutonium spent fuel assemblies stored in the SONGS-1

spent fuel pool. The SONGS-1 Decommissioning Plan, dated November 3,1994, states in Table 1 on page 2-61 that there are four mixed oxide fuel assemblies in the SONGS-1 spent fuel pool.
