SUBJECT: NRC INSPECTION REPORT 50-354/98-80 AND NOTICE OF VIOLATION ~

Dear Mr. Keiser:

This refers to the engineering team inspection conducted on February 23 to March 19,

' 1998 at the Hope Creek Generating Station.L Tha inspection included a review of the -

,

Class 1E de power and the heating and ventilation'of selected safety-related areas. We

also evaluated your design change and corrective action programs. The enclosed report

presents the results of that inspection. The results were initially discussed on-site with

you, Mr. B. Simpson, and other members of your staff, on March 19,1998. Subsequent j

to that meeting, on April 27 - 30,1998,'we conducted additional in-office inspection. The

results of the additional inspection were discussed, via telephone, with Messrs.

G.' Salamon and J. Priest of 'your staff, on June 8,1998.

Based on the 'results of this inspection, the team determined that the engineering -

performance in support of plant safety was generally accepteble and that na significant

, pervasive issues existed.1 The team also determined that six violations of NRC

requirements occurred. These violatiens are cited in the enclosed Notice of Violation and

the circumstances surrounding them are described in detail in the' subject inspection report.

The violations are a concern because they involve several areas of the licensed programs.

The identification of multiple violation examples in some areas indicated the existence of

weaknesses that require additional attention by your staff. While, individually, these .

. findings do not constitute major safety issues, collectively they indicate a tendency for

narrowly focused engineering and design evaluations.

You are' required to respond to this letter and should follow the instructions specified in the

j

enclosed Notice when preparing your response. The NRC will use your response, in part,

to determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.
