SUMMARY
OF MEETING WITH NEl ON LICENSE RENEWAL On April 29,1998, representatives of NEl met with the Nuclear Regulatory Commission (NRC) staff to discuss the industry comments on the draft Standard Review Plan for License Renewal (SRP-LR) and future license renewal activities. A list of meeting attendees is provided in.
NEl has compiled into a database, industry comments on the draft SRP-LR that was placed in the Public Document Room in September 1997. NEl plans to submit the database by letter to the NRC to allow discussions to begin on resolving issues and incorporating experience gained into the SRP-LR. The staff requested that NEl prioritize the comments so that the staff knows which comments are of greatest importance to the industry. The staff is also compiling into a database topics it has identified that need resolution and has eCablished a process for developing and documenting resolutions. Once the industry comments and priorities are received and the staff has assessed them, dialogue can begin with industry on topics for which resolution can be pursued. As previously discussed, some topics need the experience to be gained from the reviews of the first renewal applications to establish the final guidance.
The industry was informed that the NRC has established a License Renewal Stee-ing Committee (LRSC) consisting of the Office of Nuclear Reactor Regulation executive team and one member each from the Office of the General Council, Office of Nuclear Regulatory Research, and Region IV. The primary functions of the LRSC are to monitor the progress of the review of the initial renewal applications, review issues related to implementation of the license renewal program, and to interact with industry executives. A potential meeting in June l
between the LRSC and the industry's executive License Renewal Working Group was discussed.
NEl is preparing to submit for staff review an Electric Power Research Institute (EPRI) report providing the industry's positions on 17 technical issues identified by EPRI. EPRI described these issues in a March 4,1998, meeting between the staff and NEl. Attachment 2 was provided for the staff's information on the industry's positions but not discussed at the meeting.
\\j This material had been prepared for a previous meeting that did not occur between the staff and industry, in addition to the above two submittals, NEl is also preparing to submit for staff review (1) an
/O EPRI report on the evaluation of thermal aging embrittlement of cast austenitic stainless steel components in reactor coolant systems, (2) 3 EPRI reports addressing reactor water environmental effects on the fatigue life of metal components, and (3) a response to the staff's January 29,1998, letter on addressing u r o e;LeprLseggsafat is="a* farlicense Q hdE!'3dbbf\\
