SUBJECT: NRC INSPECTION REPORT 50-382/98-02
Dear Mr. Dugger:
From February 2-20,1998, a corrective action program inspection was conducted at your
Waterford Steam Electric Station, Unit 3, reactor facility. Following the exit meeting, the results
of this inspection, related to the design-basis concems with the containment spray flow rate,
were discussed with Mr. Tim Gaudet of your staff. The enclosed report presents the scope and
results of that inspection.

Generally, this inspection found that your corrective action program and self-assessment
capabilities have improved.

During the exit meeting conducted on February 20,1998, the Director, Plant Support committed
'
to revise the procedure that instructed the medical staff on physical examination of plant _
personnel by May 30,1998. Specifically, the procedure would be revised to document that
personnel would be reminded of the need to obtain special eyewear, if needed, and a space
would be added for confirmation by the employee that they were informed. Please confirm this
regulatory commitment in writing within 30 days of the date of this letter.

with you.
