NRC INTEGRATED INSPECTION REPORT 50-354/98-01
Dear Mr. Keiser:
On February 21,1998, the NRC completed an inspection at your Hope Creek reactor
facility. The enclosed report presents the results of that inspection.
During the seven-week period covered by this inspection period, your conduct of activities
at the Hope Creek facility was generally characterized by safety-conscious operations,
sound engineering and maintenance practices, and careful radiological work controls.
Improvements were noted with respect to maintenance and engineering support of safe
plant operation. We observed generally good quality assurance program controls, as
indicated by the relatively high number of self-identified problems, the timeliness of
corrective actions, and the comprehensiveness of self-assessment efforts. Our periodic
review of occupational exposure controls at your facility resulted in an overall favorable
assessment of these activities.
We are concerned, however, about an apparent increase in the number of technical
specification surveillance requirements that have been missed during the last several
months. Though we recognize that all of these incidents were self-identified and
corrected, we noted that the recent high number of these issues suggested a weakness in
your overall program for ensuring that appropriate surveillance activities are performed at
the required intervals.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosures wili be placed in the NRC Public Document Room (PDR).
