Box 1295 I Birmingham, AL 35201 l SUBJECT: NRC EXAMINATION REPORT NO. 50-348/97-300 AND , 50-364/97-300 Dear Mr. Morey: On March 27,1997, the NRC completed an operator licensing examination at your Farley Nuclear Plant. The enclosed report presents the results of that examination. ] A Simulator Facility Report is included in this report as Enclosure 2. A copy of the written examination questions and answer key, as noted in Enclosure 3, was provided to the members of your training staff at the conclusion of the examination. Declining performance was indicated by a continuing weakness in the candidates' performance on plant wide generic issues, and a noteo decline in candidates' communications ability and use of annunciator response procedures. Only two of the five Senior Reactor Operator (SRO) candidates passed the examination. One of the two that passed was graded as a marginal pass. These resulta are perceived to be indicative of declining performance. You are requested to respond with regard to how you intend to improve the performance of future operator licensing candidates. If you prefer, we would be
willing to meet with you to discuss your operator training program. Please contact Mr. ' Thomas A. Peebles of my staff if you wish to arrange a meeting. The individual examination , reports should be reviewed to determine if adjustments to the training program, as well as 1 additional remediation, are needed. i in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
