SUBJECT:
SITE VISIT TO FRAMATOME COGEMA FUELS (FRAMATOME)
Melanie Galloway, Chief Section 2, and I visited the Framatome Cogema Fuel, Lynchburg Manufacturing Facility in Lynchburg, Virginia, on December 2,1997, for a routine site visit and for Ms. Galloway to become familiar with Framatome's Manufacturing Facilities. In the morning we met with Mr. John E. Matheson, Vice President, Operations (Plant Manager), Mr. Alvin D.
McKim, Manager Quelity, Health Safety and Licensing, and Ms. Gayle F. Elliott, Manager Safety and Licensing (Licensing Contact). After introductions Ms. Galloway explained that the,
purpose of the visit was a routine site visit and familiarization tour. Mr. McKim provided a general overview of the site and current plant organization, and the individuals filling the positions. A general discussion on Framatome's two pending licensing cases (i.e.,
organizational changes and release of the area known as the wet-weather stream) occurred, the current licensing status was provided. Ms. Galloway stressed to both Mr. Matheson and Mr. McKim, NRC's expectation that Framatome devote sufficient resources to complete these cases in a timely manner. Framatome agreed to provide the additional information for the 1
organizational amendment by January 1998, and the information on the wet-weather stream amendment by April 1998.
l The site tour of the fuel facility was led by Mr. J. Tom Ford, FCF Technical Specialist. The tour began in the pellet receiving area and progressed to the area used to insert fuel pellets into l
rods, through fuel assembly bundling, packaging of fuel assemblies for transport and the area
,l used to repair returned assemblies. Most of Framatomes fuel assembly operation has been automated which has reduced the number of workers who handle licensed material.

The site tour of the field operational area (known as SERF-4) was led by Mr. Alvin L. Jenkins, FTl Manager, SERF Facilities. This area is used for the decontamination maintenance, refurbishment storage, and testing of contaminated equipment used at reactor sites.
