License Change Request - Docket 70-1257 Siemens Power Corporation (SPC) requests three changes to Part I of its Special Nuclear Materials License SNM-1227.

The first involves changing the description of the area where UF cylinders are stored. The I

current language in Section 1.2 describes the storage of UFe cylinders as "... on pads adjacent l

to the UO Building." In fact, the cylinders are stored, except for those queued for production

{

2 at the UO and Dry Conversion Buildings, at the UF Receiving and Storage Facility which is in 2

the northeast portion of the site. This language inadvertently did not get changed in the j

November 1996 license renewal.

.The.second change involves adding filter presses to Table 1-4.1 along with the types of l

criticality controls that may be employed for them. Such filter presses currently are employed in the Solids Processing Facility recently approved for use in amendment 12 to SNM-1227.

The third change involves the sale of ammonium hydroxide produced at the Ammonia Recovery Facility for use in commercial ammonia fertilizer. This activity is described in Part II (Section 10.4.2) of the license and the NRC's acceptance of a 0.05 ppm uranium release limit for this material is documented in Section 2.12.11 of the NRC's Safety Evaluation Report for the i

Renewal of Special Nuclear Material License SNM-1227, Docket 70-1257, November,1996.

I Consistent with SPC's license condition relative to hydrofluoric acid, SPC feels that this authorization should be included as a Part I license condition.

1.1 Cornorate information j

The name of the applicant is Siemens Power Corporation (SPC).

Applicant is incorporated in the State of Delaware with its principal corporate offices located at 1550108th Avenue N.E., Bellevue, Washington 98009-0777. All of the common stock of Applicant is owned by Siemens Corporation, a Delaware corporation with headquarters in New York City. Siemens Corporation is, in turn, wholly-owned by l Siemens AG headquartered in Munich, Federal Republic of Germany. l 1.2 Site Location i

The Engineering and Manufacturing Facility is located in the state of Washington, county of Benton, city of Richland. It is sited on a 320-acre tract,0.9 miles west of i

the intersection.of Stevens Drive and Horn Rapids Road within the nvth boundary of p

'l the city of Richland. The site is on the south side of Horn Rapids Road which provides i

access.

1 All activities with special nuclear materials are conducted within a controlled access j area. The processing of uranium compounds is conducted primarily within the UO i

2 l and Specialty Feels (SF) Buildings with some development activity or pilot scale work j in the Engineering Laboratory. Liquid waste processing is conducted primarily in the

Ammonia Recovery (AR) and Lagoon Uranium Recovery (LUR) facilities which are l sited within the waste storage lagoon area. Solid waste is packaged in the various facilities and stored in containers in designated storage areas while awaiting shipment i

to a low level radioactive waste disposal site'or incineration of the combustible waste '

in the SF Building. Storage of various uranium compounds is conducted in the various l production facilities or in the Radioactive Materials Storage Warehouse, Materials Warehouse, Fuels Storage Warehouse, and the UNH Drum Storage Warehouse.

36 1.3 License Number and Period of License 1.3.1 Special Nuclear Meterials License This application is for renewal of Special Nuclear Material License No. SNM 1227 (NRC Docket No. 70-1257). The current license expires on September 30,1992 and renewal is requested to cover a period of ten years from the date of issuance.

1.4 Possession Limits l1.4.1 Uranium-235 1.

Three hundred fifty grams, in addition to the limits listed below, of any enrichment or form for analytical purposes and for sources.

2.

Twenty-five thousand kilograms contained in uranium compounds in any form enriched to a maximum of 5 wt% in the U-235 isotope.

1.4.2 Plutonium (< 500 arems) 1.

One milligram and not more than 1.5 millicuries as contained in sealed sources and standards.

Less than 500 grams as PuO or PuO -UO as stored waste.

1.5 Authorized Activities

- Specific locations of authorized activities involving special nuclear materials are l identified in Table 1-1.1.

1.6 Exemptions and Special Authorizations I

1.6.1 Criticality Accident Alarm System i

i Pursuant to 10 CFR 70.24(a), SPC's criticality accident alarm system is not required l

! to monitor special nuclear material under water in the waste storage lagoons. The l 1 criticality alarm system is described in Section 10 6.

36 1.6.E.2 Material Control and Accountina SPC shall follow the special safeguards conditions given in the Safeguards Amendment SG-2 and the NRC approved Fundamental Nuclear Material Control Plan (FNMC) submitted in accordance with 10 CFR Part 74.31(b). The NRC approved FNMC Plan is:

This document shall be maintained in a current and approved status and shall be properly implemented.

1.6.6 Authorization at Reactor Sites l

! SPC is authorized to possess fuel assemblies or fuel rods at reactor sites for the i l

l purpose of loading them into shipping containers and delivering them to a carrier for

transport.

l 1.6.7 Authorized Release Guidelines SPC is authorized to release equinment, scrap or facilities for unrestricted use, or for I

t termination of license according to the " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for l

Byproduct, Source, or Special Nuclear Material" as published by the U.S. Nuclear l

I Regulatory Commission dated April 1993.

1.6.8 Authorized Criticality Alarm System Outaae l

SPC is granted an exemption from 10 CFR 70.24(a) for the purpose of performing l maintenance on the criticality alarm system. Sections of the criticality alarm system I

l may be taken out-of-service provided that all movement or processing of fissile,

material in affected areas is halted for the duration of the outage. Health and Safety !

{ Technicians shall conduct continuous surveys of the areas during the criticality alarm !

system outage.

' Notifications to the NRC shell be made as required by regulations with the exception ;

of 10 CFR 20.2202(a)(2) and (b)(2) as they apply to restricted areas. Reports to the NRC shall be made as required by regulations with the exception of those paragraphs

! in 10 CFR 20.2203 which refer to 10 CFR 20.2202(a)(2) and (b)(2) as they apply to i

restricted areas.

1.6.10 Authorized Workolace Air Samplina Adjustments SPC is authorized to adjust Derived Air Concentration (DAC) limits and Annual Limit of Intake (All) value's in process areas to reflect actual physical characteristics of the airborne uranium.

1.6.11 Authorized Release Guidelines for Hydrofluoric Acid SPC is authorized to release hydrofluoric acid manufactured by the dry conversion process for unrestricted commercial use providing the following conditions are met:

1.

A representative sample of each batch of hydrofluoric acid product shall be obtained and analyzed for uranium; 2.

A batch shall be no larger than 46,000 liters; 3.

The specific activity of any batch released for unrestricted use shall be s 3 pCl/ml.

j 1.6.12 Authorized Release Guidelines for Ammonium Hydroxide SPC is authorized to release ammonium hydroxide produced at the Ammonia Recovery Facility for unrestricted commercial use provided the following conditions are met:

A representative sample of each batch of ammonium hydroxide product shall be obtained an analyzed for uranium; s

A batch shall be no larger than 40,000 liters; 3.

The uranium concentration in the ammonium hydroxide shall not
