50-328 SEQUOYAH NUCLEAR PLANT (SQN).- REVISING THE COMPLETION DATE FOR THE Q-LIST ASA COMMITTED TO IN OUR RESPONSE TO INSPECTION REPORT 50-327, 328/86-11 The purpose of this letter is to provide the status of the Q-list development' at SQN and to revise thejcompletion date for this effort.
TVA committed to' develop a Q-list as an improvement over existing processes using several lists. As previously stated in TVA's letter to NRC dated August 28, 1987, "TVA considers the implementation of the Q-list to be an important activity; however, the effort associated with this program must be
-accomplished in an integrated manner consistent with the manpower requirements within the Office of Nuclear Power." Accordingly, attention was not turned to this effort until after the principal restart activities were completed in September 1988. -TVA began the principal development effort with a pilot program designed to establish methodology and verify procedures. Once that was completed and appropriate adjustments were made, TVA began this effort in i
earnest in early 1989.
To date, TVA has classified and prepared data sheets for 8 systems out of the original 40.
TVA expects to have classified and prepared data sheets for at least 14 total systems by our original completion j
date of April 30, 1989, with total phase I project completion by January 30, i

As stated in the February 29, 1988, submittal to NRC on this subject, completion of the phase I effort will satisfy all regulatory requirements.
The phase I effort will include those safety systems included in the critical structures, systems, and components list; the systems contained in the phase I portion of the Design Baseline and Verification Program; and additional I
systems that SQN Operations and Maintenance indicate are particularly important to them in accomplishing their work.
Therefore, we will not pursue i
our phase II effort to evaluate all the remaining non-safety-related systems in the plant.
The systems within the scope of phase I are shown on the list provided in i
enclosure 1.
TVA will delete the upper head injection system from the scope of this project because of the plans to remove that system from operation in the next refueling outage for each unit. A list of commitments is contained in enclosure 2.
