l The U.S. Nuclear Regulatory Comission (the Commission) has issued Amendment No. 7 to Operating License No. NPF-76 issued Houston Lighting &

Power Company, which revised the Technical Specifications for operation of the South Texas Project Unit 1 located in Natagorda County, Texas.. The amendment is effective-as of the date of issuance.

The amendment revised provisions of the Technical Specifications (TS) relating to the toxic gas monitoring system. The changes will improve the l

operational reliability of the toxic gas monitoring system as well as reduce the number of unnecessary engint.ered safety feature control room heating, ventilation, and air conditioning recirculation actuations.

l The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as ~ amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in i

10 CFR Chapter I, which are set forth in the license amendment.

action and has determined not to prepare an environmental impact statement.

Based upon the environmental assessment, the Comission has concluded that the issuance of this amendmert will not have a significant effect on the quality of the human environment.
